Tax on blank CDs in Canada has always been higher than the standard tax rate as part of a royality scheme to try and compensate record labels for the millions lost in copied music each year. It's not actually a bad idea, but physical piracy in the MEDC world is becoming less and less prevailent, in much the same way as physical music is becoming less and less dominant.
Apparently the rise is due to new compression allowing more tracks to be burned to a CD...yet of course, CDs use TIME when recording music, so I'm interested to see what this "compression" is. Time compression? I thought that was just Final Fantasy 8 (sorry, nerdy reference!)
